On January 25, 2022, the City Council directed staff to review safe parking and return with recommendations at a future City Council meeting. Following this direction, staff visited and met with safe parking providers and conducted research on safe parking service options. On April 26, 2022, the City Council directed staff to proceed with a Request for Proposals (RFP) to select a provider to develop a Safe Parking Program in Vista and on June 28, 2022, the City Council approved the final RFP, which was issued on June 30, 2022. More recently, on January 10, 2023, the City Council adopted Resolution No. 2023-2, approving a two-phased agreement with Jewish Family Service of San Diego (JFS) for safe parking operator services (Agreement) (Exhibit 3), with Phase I providing site selection consultation services.
Site selection consultation with JFS has concluded and staff is recommending the Alta Vista parking lot of the Vista Civic Center, located at 200 Civic Center Drive, to host the Safe Parking Program
