Jennings Imel, Vice President, Western Region, U.S. Chamber of Commerce, spoke to the Vista Chamber of Commerce Government Affairs Committee during their April meeting on Thursday. He began by saying there were a number of issues the U.S. Chamber is monitoring at the present time. Certainly, the price of oil at $108 a barrel and average U.S. price of gasoline at $5.91 a gallon and rising is one issue and the effect this is having on the overall economy and rising price of products as a result is on top of the list. Along with this they are keeping an eye on upcoming elections and politics across the nation. This and how Congress is dealing with the various issues also is a concern. He said they are looking for pro-business candidate representation, regardless of their political affiliation. They feel mid-term and primary election results will determine what will “get done” in various states. Still of concern is impending government shutdowns and the ongoing Department of Homeland Security funding, The Democratic party Congress members are still in disagreement over the reform issues with ICE. Another issue is that Congress is now on Spring break for the next two weeks. Following this are the economic implications of the war in Tran and the strain this is causing in many countries in the world. Another issue concerns Tariffs and the Supreme Courts decision declaring tariffs illegal. There remains a 10% tariff rate that is good for the next 150 days, then Congress will have to vote on this policy. Jennings said a major concern is improving the infrastructure on the building process for companies along with permitting required for any of the improvements or construction needed. A question was asked about AI in the business world. He said AI has been very beneficial for small businesses but there is a need for federal standards to be set for AI.
Governmental Updates
Sam Witt from Congressman Mike Levin’s Office – One issue before Congress is still under discussion on the War Powers Act on the war in Iran and the need for Congressional approval. The Congressman supports a Sustainable Energy Bill that would provide tax credits and financial assistance. He is also working with others on a Super Bug Bill that would deal with preparations to battle future pandemics. He recently helped provide community project funding for a project in Vista. The Oceanside Art Museum recently held an art competition that involved some Vista students. Sam said the Congressman and others are asking President Trump for transparency on various issues.
A report submitted by Fernando Hernandez from State Senator Catherine Blakespear’s Office – Committee hearings are currently underway. Several bills supported by the Senator are SB 936, which would regulate the sale of nitrous oxide, and SB 1167, which would require electric vehicles to be labeled as e-bikes.
Graydon McDermott from Assembly Member Lauris Davies Office – Recently received recognition for supporting a bill requiring all school districts to develop courses on e-bike safety and rules and regulations. On April 10th a seminar will be held for small businesses on how they can protect themselves from frivolous lawsuits. The Assemblymember recently received recognition from the American Red Cross for supporting swimming lessons for all children.
Alyssa Formolo from County of San Diego Supervisor Jim Desmond’s Office – The Supervisor has 8 months left in this position. NPAR grant money is still available for applications. On May 9th, there will be a diaper drive with Classical Academy to assist families in need. On June 27th there will be a 250th Anniversary celebration in downtown Oceanside in conjunction with the Oceanside Chamber of Commerce. The Supervisor is investigating hosting a meeting for people seeking homes in unincorporated areas and exploring ways to assist them in purchasing homes there. He is also supporting the installation of AEDs in county parks.
Josh Sino Cruz from the City of Vista – This is Arts and Culture month in Vista. At the April 14th City Council meeting there will be a proclamation for Earth Month. The Moonlight concession awarding will be discussed as well as an analysis of the financing of pensions. On the agenda will be looking at continuing solar street lighting construction and repair needed on the circle on Orange Avenue. At the April 28th meeting the community garden will be discussed along with HR discussing vacant positions in the city. Also on the agenda will be cannabis licensing, the city logo design, a facility master plan update and the possible addition of a gang detective.
Rachel Beld – CEO of the Vista Chamber of Commerce – Velocity Internship positions are still available. May 24th will be the Strawberry Festival. There is currently a contest with cash prizes for the submission of designs for the Strawberry Festival.
It was reported that Fire Station 3 is now open and on April 27th at 10 am there will be a Grand Opening.
The next meeting for the Vista Chamber Government Affairs Committee will be Thursday, May 7th, beginning at noon.
