The San Marcos City Council recognized John Robert Mosher Tuesday with the Civic SMILE Award, short for “San Marcos Inspiration, Leadership and Excellence.”
San Marcos City Council members each nominate one SMILE Award recipient a year. Councilmember Maria Nuñez selected this month’s honoree:
John demonstrates a genuine selfless concern for the well-being of our community and has spent countless hours amplifying the voices of the underserved in our region. Because of his relentless advocacy, John has profoundly impacted the lives of thousands of vulnerable San Marcos residents, ensuring that they have access to safe, fair, and affordable housing opportunities.
As the Vice-President of the San Marcos Mobile Home Residents Association, John advances the Association’s core mission of ensuring that San Marcos Mobile Home residents are treated fairly, honestly, and with dignity and respect. John has become the face and trusted voice whom San Marcos senior residents can rely on. John has spent hundreds of hours mobilizing seniors around housing advocacy, education and engagement and overall participation. More recently, John worked tirelessly with residents and staff to create the Senior Mobile Home Park Overlay Zone Ordinance that will preserve existing Senior Mobile Home Parks by prohibiting their conversion into All-Ages Parks.
John’s broader advocacy efforts promote empowerment to address financial challenges and create greater opportunities for San Marcos residents. As a member of the Clean Energy Alliance’s Community Advisory Committee, which serves to advise and assist the CEA in implementing and operating its program, ensuring that community perspectives inform key decisions, John serves as a key advisor on program design and implementation, and acts as a liaison between CEA and the community needs.
In his role as a city Traffic Commissioner, John considers and makes recommendations to the city on improving traffic conditions, operations, safety, and the enforcement of traffic regulations. John regularly contributes to the North County Transit District advocating to expand affordable transportation options to meet our regional needs.
John plays a vital role in strengthening trust in the expenditure of voter-approved school bond revenues serving as the Senior Citizen Organization Representative of the San Marcos Unified School District Citizens’ Bond Oversight Committee. His contributions to our public schools ensure that senior citizens remain a meaningful and valued part of shaping educational opportunities for future generations of students.
