Will Discuss a report on traffic calming proposals for identified City Council priority streets and protected bike lanes on major roads, and provide direction to staff.
Alta Vista Drive: The segment of Alta Vista Drive between Vale Terrace Place and Coventry Road has experienced a history of resident complaints and a few accidents, which are, in staff’s opinion, mainly the result of an irregular S-curve along this roadway. Two speed humps are proposed for this short segment of Alta Vista Drive to reduce vehicle speeds as they negotiate the S-curve.
Eucalyptus Avenue: The section of Eucalyptus Avenue between Civic Center Drive and Alta Vista Drive has a long history of resident complaints about speeding, as well as some accidents. The proposed traffic calming features on Eucalyptus Avenue consist of a combination of raised medians/chicanes and speed humps. The proposal also includes a pedestrian crossing at the intersection of Eucalyptus Avenue and Avalon Drive and a new sidewalk on north side of Eucalyptus Avenue between Avalon Drive and Alestar Street.
Grapevine Lane: Grapevine Lane is a short segment of roadway that provides access to Bub Williamson Park, which has been a source of speeding complaints from the residents in this area. To slow down traffic, two speed humps are proposed on this segment
complaints and a few accidents. The narrow width and lack of curbs on Highland Drive preclude the implementation of physical traffic calming features such as traffic circles and curb pop-outs.
Taylor Street: Taylor Street serves as a connection between E. Vista Way and N. Santa Fe Avenue. This street has a long history of resident complaints and a significant number of accidents. This also includes the segment of Taylor Street east of E. Vista Way. The proposed solution for Taylor Street consists of a combination of a traffic circle where the street width allows, and speed humps where the street is narrow and lacks curbs.
Vale Terrace Drive: Through an extensive community engagement process and with the assistance of an engineering consultant, staff prepared a comprehensive improvement plan for Vale Terrace Drive that addresses active transportation facilities and vehicle speeds. Given the long length of Vale Terrace Drive and the lack of bicycle and pedestrian facilities, the plan carries a substantial cost. Staff pursued grant funding for the project, but the applications were unsuccessful. The somewhat rural character and income demographics of the area around Vale Terrace Drive makes the proposed plan unlikely to be competitive in securing grant funding. However, in staff’s opinion, the plan prepared for Vale Terrace Drive provides the most comprehensive approach to traffic calming along this roadway.
