VISTA — A fiery and emotional five-hour showdown erupted on Tuesday as the City Council approved a resolution aimed at protecting due process rights for all residents amid the ongoing and controversial immigration enforcement actions from the federal government.
The council was split, 3-2, with Mayor John Franklin condemning the resolution as a way for the council to turn Vista into a sanctuary city. The polarized debate saw the council clash over the intent, legality and political implications.
Staff was directed to post “Know Your Rights” materials, restrict federal immigration enforcement in non-public city spaces without a warrant, prohibit the sharing of sensitive personal data with immigration agencies, and to create a plan for filing a Freedom of Information Act (FOIA) request when requested by the immediate family of a person who has been detained or deported within Vista. The most contentious provision — signage at city facilities warning federal agents they are not welcome without a judicial warrant — was amended but ultimately included.
