A new year-round 50-bed homeless shelter, the Oceanside Navigation Center, is now open, and is poised to make a significant impact on homelessness and mitigate community impacts in Oceanside. A variety of support services and case management are provided with the goal of transitioning individuals into a stable and healthy permanent living situation.
The City of Oceanside purchased the property, a former school located at 3131 Oceanside Boulevard, and has invested significantly in major renovations and upgrades, including new windows, new HVAC system, new roof, fire sprinkler system, sewer lines, showers, kitchen, furniture, computers, landscaping, and ADA improvements. The project was helped along by a generous grant award of $3.3M from the County of San Diego and $2.25M in federal funding secured by Congressman Mike Levin.
The Oceanside Navigation Center provides a comprehensive range of services to aid those experiencing homelessness find permanent homes, promote health, and rebuild their lives. This program uses a person-centered, trauma-informed care model.
“Our goal is not just to provide a bed for the night, but to provide our residents with the tools and resources they need to break the cycle of homelessness,” said Mayor Esther Sanchez. “By providing a range of services under one roof, we can make a real difference in the lives of Oceansiders who are struggling.”
The City entered into a three-year contract with the San Diego Rescue Mission (SDRM) to operate the Navigation Center. SDRM has been serving the region for nearly 70 years. In 2020, the SDRM partnered with Oceanside’s Bread of Life Rescue Mission with a vision to expand its efforts in North County.
“Fighting homelessness requires a holistic approach, and we’re grateful that the City of Oceanside selected us to operate this facility. Our goal is to get people in this community off the streets immediately and help them determine their next step forward to staying off the streets permanently,” said Donnie Dee, President and CEO of the San Diego Rescue Mission. “We want to help restore the lives of people experiencing homelessness, abuse, poverty, or addiction as we welcome them through the doors of this new facility and provide nutritious meals, safe shelter and access to life-changing resources.”
The Oceanside Navigation Center opened its doors in August 2023, and accepts people by referral only through the City’s Homeless Outreach Team, Housing Department Social Workers, and our local partners. Walk-in services will not be accommodated. The facility includes 24-hour staffing, security, and daytime activities.
