Who’s Running for Vista City Council in 2026?

The race for Vista City Council’s District 1 seat gained momentum this week after incumbent Corinna Contreras filed a Candidate Intention Statement signaling her intent to seek a third term on the City Council.

The latest filing brings the number of District 1 candidates to four, joining Frank Nuñez, Yolanda Kenniston-Alvarez and Shannon O’Rourke.

District 1 is expected to be one of Vista’s most closely watched races after Contreras defeated incumbent John Aguilera by just 66 votes in 2018 and later ran unopposed in 2022.

The Vista Mayor’s race and the District 4 City Council seat are also on the November 2026 ballot. According to the Vista City Clerk’s public records, former City Councilmember Joe Green, Kenneth Zuniga, Joseph Brown and incumbent John Franklin have all filed Candidate Intention Statements to run for mayor.

Green and Zuniga have publicly announced their campaigns and launched campaign websites. Brown has filed a Candidate Intention Statement but has not yet launched a campaign website or publicly released a campaign statement or photo. Franklin’s campaign committee remains active, although it is still unclear whether he intends to seek another term as mayor.

In District 4, incumbent Dan O’Donnell remains the only candidate to have filed a Candidate Intention Statement. However, the city’s nomination period runs from July 13 through Aug. 7, meaning additional candidates still have time to submit nomination papers and qualify for the November ballot.
